first_imgMONTREAL – The Montreal-based National Circus School announced Friday it has suspended one of its teachers who has been arrested and charged with sexual crimes that allegedly involved a minor.Marcelo Berti Marques was charged Thursday with luring a child, invitation to sexual touching, possession of child pornography and making sexually explicit material available to a child.Marques allegedly committed the crimes against a former circus school student.The school said in a statement published on its website Friday it learned of his arrest through the media.“The entire school community is profoundly shocked and upset by this news, and our thoughts are with our former student,” the statement read. “Front-line services have been deployed to provide support to students and staff at the school.”Marques joined the school in August 2016, the statement indicated, and has been “immediately suspended from his position and will remain so until further notice.”The school said it would not make any further public statements on the case as it is before the courts.last_img read more

first_imgVANCOUVER – Seeing children suffering with cancer when he was being treated himself broke Terry Fox’s heart and inspired his Marathon of Hope.Now, those efforts have fuelled a unique initiative to give kids and young adults across the country a chance to live when there are few, if any, treatment options left.Eight-year-old Marlow Ploughman of Shannonville, Ont., has relapsed four times and is on a new drug thanks to genetic testing involving a project that brings together collaborators from over 30 pediatric cancer research and funding organizations.The girl was diagnosed at age 2 1/2 with late-stage rhabdomyosarcoma, or cancer of the soft tissue, such as muscle, after a vine-like tumour was found in her calf, said her mother Tanya Boehm.After three rounds of radiation, chemotherapy protocols and at least four clinical trials, there were no therapies left to try as the cancer spread to the girl’s neck and lungs.A program called Terry Fox PROFYLE, short for Precision Oncology for Young People, seemed to be the only hope for Marlow, Boehm said.PROFYLE provides precision treatment by sequencing tumour samples on a molecular level and analyzing the vast amount of information at any of three labs in Vancouver, Toronto and Montreal for patients up to age 29, regardless of where in Canada they live.Until now, young cancer patients in rural or remote areas did not always get the testing available, let alone the collaboration of scientists and researchers from across the country to guide treatment.“It presents options and time,” Boehm said. “We were told with Marlow when the cancer came back the first time that she was going to die. … I think it’s fantastic that finally, families like ours have hope.”Marlow’s oncologist and project leader, Dr. David Malkin of the Hospital for Sick Children in Toronto, said the focus of the five-year project is the approximately 20 per cent of pediatric cancer patients whose disease is considered hard to treat.“Every pediatric centre across the country is part of PROFYLE and several of the adult centres will also be able to enrol their patients into the study. Even in the pilot phase we have had patients from all provinces now enrolled,” Malkin said.About 40 people are participating in the study and about half of them have had their tumours sequenced because of the partnership that has so far provided $16.4 million, including $5 million from the Terry Fox Research Institute.“One of the reasons that PROFYLE is so important is that the cancers that occur in young people are inherently different than they are in adults,” said Malkin.“We need to be collecting much, much more information on the sequences of childhood and young adult tumours and personalize it and make it more precise so we can work with industry and pharma and develop ways that we can get these drugs for kids,” he said.About 1,900 youth under age 18 are diagnosed with cancer every year in Canada, and about a third of them would be eligible for PROFYLE, he said, adding that only two other programs in the world come close to what PROFYLE offers.“What is unique about PROFYLE is that it’s truly national.”Patrick Sullivan, whose three-year-old son Finn died of rhabdomyosarcoma in 2008, has raised over $2 million for the BC Cancer Foundation and is on the executive committee of PROFYLE, for which he has committed another $250,000.He said Finn, who was “introverted with a heavy streak of silly,” would have qualified for PROFYLE but the cost of molecular sequencing and analysis was far too high in 2008.“It not only offers hope for families, which would have been enough for me, it offers a way to integrate this type of approach for kids, adolescents and young adults and for all Canadians,” he said.Dr. Victor Ling, scientific director of the Terry Fox Research Institute in Vancouver, said Fox, who was diagnosed at age 18 and died four years later, would have qualified for PROFYLE.“We did not know how to do DNA sequencing in those days, we did not have the drugs that we have now.”Darryl Fox, Terry’s brother and a senior adviser at the Terry Fox Research Institute, said Terry was passionate about meeting young cancer patients, especially during the Marathon of Hope.“We’re bringing not only children’s hospitals and fundraisers together but in 1980 he united a country. After that he will depart Disney permanently.Lasseter in November took what he called a six-month “sabbatical.” He apologized “to anyone who has ever been on the receiving end of an unwanted hug” or any other gesture that made them feel “disrespected or uncomfortable.” At the time, Lasseter signalled that he hoped to then return to Disney. In this context the Ministry of Finance is in the process of formulation of the annual national budget for 2016 within the Medium Term Budgetary Framework for 2016-2018 in consultation with the relevant line Ministries. It has been observed that there is a significant amount of carried forward liabilities settled at the following budget year being a practice for decades. Due to this reason, the targets of development programmes have not been reached on time and as a result, allocated resources for the year are not sufficient to meet the requirement of the budget year. Also with these developments, cash flow management of the Treasury has become extremely difficult. Therefore, it has been decided to introduce Zero Based Budgeting method as a tool of budget preparation and implementation from 2016 onwards. With this method it is expected to manage the public expenditure prudently.Accordingly, the Department of National Budget will issue a Budget Call 2016 including guidelines of preparation of this year’s budget within the targets of Medium Term Budgetary Framework. Further, all spending agencies are requested to prepare their estimate for 2016 under the Medium Term Budgetary Framework by using the zero based budgeting method in which reviewing missions, objectives and functions of Ministries/ departments/ institutions and assessing the relevance of all activities being carried out so far, in the current context are considered integral elements. • Reduce the budget deficit to 5.5% of Gross National Production• To maintain the state investment level between 6 – 8% of the GDP• Encourage to make private sector investment between 22 – 24% of the GDP• Maintain the total investment level of the economy at 30% of the GDP•Achieve an economic growth beyond 8% in the medium term framework of 2016-2018 The 2016 budget is to target economic growth beyond 8% in the medium term, cabinet was informed, according to cabinet spokesman Rajitha Senaratne.Finance Minister Ravi Karunanayake informed cabinet that it has been planned to prepare the Budget for the year 2016 to achieve the undermentioned objectives. An Annual Budget will be prepared with a starting point of “0” and the expenditure will be limited to approve budgetary provisions. Accordingly, any issue associated with carry forward expenditure should not arise. Resource allocation to the Ministries is based on the sectoral ceilings. The UN Flagship Report on Disability and Development 2018, coincides with the annual International Day, marked on 3 December, which the UN chief described as important for “the social, economic and political inclusion of all, including people with disabilities,” as promoted in the Sustainable Development Goals, or SDGs.Secretary-General António Guterres said the report “shows that people with disabilities are at a disadvantage” regarding most SDGs, “but also highlights the growing number of good practices that can create a more inclusive society in which they can live independently.”’ “In many societies, persons with disabilities often end up disconnected, living in isolation and facing discrimination,” he said, highlighting that more than one billion people in the world live with some form of disability.The report demonstrates how disability-based discrimination has severe effects on transport, cultural life, and access to public places and services, and thus, the report leads with a push to change urban environments to make them more accessible.The above challenges often go unseen as a result of insufficient questions relevant to disability, and consequently, an underestimation of the number of persons living with disabilities and affected by discrimination, and other barriers.In 2006, the United Nations adopted the Convention on the Rights of Persons with Disabilities and its Optional Protocol, geared toward protection of the rights and dignity of persons with disabilities, which requires associated parties to promote and protect their human rights.Javier Vasquez, who helps head up the health division at Special Olympics International in his role as Vice President, stressed the connection between human rights and health when it comes to people living with disabilities. “When people with intellectual disabilities can enjoy full access to human rights, this reflects in the form of genuine mental and physical health,” he said in an interview with UN News.Further, he echoed the issue of gaps in inclusion and representation, and how this impacts our understanding of disabilities and these persons’ livelihoods.On average, persons with disabilities die 16 years sooner than those living without disabilities, however: “A lot of people think people with intellectual disabilities die earlier because of their disabilities, and this is not true,” Mr. Vasquez verified.“The problem is that these illnesses, in the context of people with disabilities, are undiagnosed or undetected, and they go through life without treatment. They are excluded many times because of stigma and discrimination.”Mr. Vasquez called for more extensive and comprehensive research on the challenges and achievements of persons with disabilities, in support of a wider movement for equal access to rights in politics, education, and health.“You don’t find data in the national health information systems…so we are sharing our data to make these people visible.”Commemorating the International Day of Persons with Disabilities, Mr. Guterres asserted the United Nations’ pledge to fulfill the human rights of all persons.“Let us reaffirm our commitment to work together for a better world that is inclusive, equitable and sustainable for everyone, where the rights of people with disabilities are fully realized.” read more

first_imgA report released by Deloitte Access Economics – Mining and METS: engines of economic growth and prosperity for Australians – reveals that the total economic contribution of Australia’s mining and mining equipment, technology and services (METS) sector was A$236.8 billion in 2015-16.The report, commissioned by the Minerals Council of Australia (MCA), shows that the mining and METS sector accounts for around 15% of the Australia’s gross domestic product (GDP) – representing a major contribution to Australia’s economic prosperity.Mining and METS activities support a total of 1.1 million jobs across Australia, representing approximately 10% of total employment.Deloitte Access Economics’ new modelling applies a similar method to the Reserve Bank’s 2013 Research Discussion Paper Industry Dimensions of the Resource Boom: An Input-Output Analysis.While the benefits of mining and METS activities are distributed across Australia, there are a number of regional areas where the sector makes a particularly significant economic contribution:The Pilbara region (WA), with a total economic contribution of A$37.8 billion (88% of total regional economic activity) and 93,800 jobs (direct and indirect)The Bowen-Surat region (QLD), with a total economic contribution of A$18.6 billion, which represented 63% of total regional economic activity and 99,700 jobs (direct and indirect)The Hunter region (NSW), with a total economic contribution of A$15.2 billion (34% of total regional economic activity) and 93,600 jobs (direct and indirect).The report by Deloitte Access Economics also features ten case studies of mining and METS companies, which demonstrate that innovation and technological improvements are central to the efficiency and global competitiveness of the sector.The case studies include examples of mining and METS innovation ranging from the use of drones and semi-autonomous earth moving equipment in mining operations to use of sophisticated mine design and modelling software and data analytics.The productivity benefits of innovation highlighted in these case studies include reduced operating costs, extending the productive life of mines, higher yields, safety improvements, and higher workforce satisfaction and productivity.Deloitte Access Economics further points out that Australia’s comparative advantage in mining and METS not only hinges on innovation; it also depends on policies that strengthen competition, support the accumulation of skills and capital, and enable firms to respond flexibly to changing market conditions.Supportive and flexible policy settings helped to establish the most recent mining boom; yet there is now the potential for adverse policy settings to compromise a major source of Australia’s national prosperity and future economic growth.In looking to sustain the economic contribution of Australia’s mining and METS sector into the future, governments need to provide:A competitive and fair taxation systemFlexible workplacesOpenness to foreign investmentAffordable and reliable energyEfficient approaches to regulation, especially with respect to project approvalsSupport for collaboration between the mining and METS sector and research organisations.The report concludes that: ‘It is critical that governments pay heed to these key policy areas and initiate reforms where improvement is required, so that mining and METS continue to innovate and grow, helping to secure Australia’s future prosperity.’last_img read more

(WSVN) – A South Florida woman is asking the public for help finding those responsible for shooting and killing a father of three.Twenty-three-year-old Donald Armstrong was one of two victims gunned down in a car under the Palmetto Expressway overpass in Miami Gardens on Saturday.Armstrong was transported to the hospital where he later died.Police continue to search for the shooter as his family mourns his death.“My babies won’t eat, won’t sleep. My 4-year-old keeps asking if the killer who shot her dad is going to come and kill her,” said Tamaya Spencer, the mother of Armstrong’s children.She is now making a passionate plea with the community. “I just need somebody to help me,” Spencer said. “Y’all gotta give me answers for my babies. My babies, they hurting.”The other victim was 23-year-old Stephen Campbell.
