first_imgThe U.S. Open women’s semi-finals scheduled for Thursday evening have been postponed due to the threat of rain.Both the men’s and women’s semis will now be played on Friday, tournament officials announced.Play was scheduled to begin at 7pm ET (2300 GMT) on Thursday with world number one Serena Williams taking on Italian Roberta Vinci.The delay puts the American’s calendar-year grand slam bid on hold.That match would have been followed by second seed Simona Halep against Flavia Pennetta of Italy.An action-packed Friday marathon of action will now start at 11am ET with the Halep-Pennetta match, followed by Williams versus Vinci.The men’s semi-finals will follow, with world number one Novak Djokovic tacking defending champion Marin Cilic and then an intriguing all-Swiss matchup between five-times U.S. Open winner Roger Federer and French Open champion Stan Wawrinka.This will be the last year the U.S. Open will have to deal with delays and postponements on the main venue Arthur Ashe Stadium court, because a retractable roof will be fully operational next year.Fans entering the massive 23,000 seat stadium the past two weeks have had a glimpse of the skeleton structure taking shape over the showcourt.The retractable roof is just part of the $500 million renovations taking place at the Billie Jean King National Tennis Center.A new 8,000 seat grandstand court is also in the works and Louis Armstrong court will be torn down after this year’s grand slam and rebuilt.Flushing Meadows has largely escaped bad weather this year but from 2008 to 2012 the U.S. Tennis Association was forced to push the men’s final to Monday because of rain delays.Not wanting to juggle schedules, tournament officials opted for Monday men’s final in 2013 and 2014 before switching back to a Sunday date this year.last_img read more

MFDP Presents Legislature FY 2016/17 Draft Budget

first_imgUpon instructions from President Ellen Johnson-Sirleaf, and consistent with Section 11(1) of the Public Financial Management (PFM) Act of 2009, the Minister of Finance and Development Planning (MFDP), Boima S. Kamara, has submitted the Draft National Budget for 2016/2017 of US$555.9 million, comprising of US$495.5 million for Core Domestic Revenue; US$30.2 million as Grant; and US$30.1 million as Contingent Domestic Revenue. The contingency, according to Minister Kamara, is due to the fact that the National Legislature must approve of some measures before these sources can be realized. “This is why I have come today to present you this Proposed Budget which we believe outlines and captures our country’s priorities in the best possible way given the constraints which I have briefly outlined earlier.“We have endeavored to keep social spending and health at US$77 million; education at US$83 million; and social development spending at 10.5 million,” said Minister Kamara.Additionally, the government has allocated US$20 million toward elections; US$10 million for UNMIL’s drawdown; US$5 million for agriculture; US$15 million on road construction; US$3 million for the Road Maintenance Fund; and US$1.5 million toward the airport runway rehabilitation.“By no measures are these amounts enough to handle the issues mentioned but at this point this is what we can afford. What we have done in this budget is to prepare an Unfunded Contingent Envelop of US$140 million which considers a number of key investments that will help to diversify and grow the economy. We intend, with your approval, to seek donor funding either in grants or loans to help underwrite these expenditures,” Minister Kamara noted.With these summaries, “I wish to thank you and on behalf of the President, submit to you the Proposed Budget for the Fiscal Year 2016/2017 and also assure you that my team and I will be available to provide additional information and clarification needed to finalize the budget,” Minister said.The newly confirmed MFDP boss said that the slowness of economic recovery from the shocks of Ebola coupled with the global decline in commodity prices which have affected two primary export commodities, iron ore and rubber, have placed severe strains on Liberia’s resource envelop. first_imgDear Editor,As someone who is an avid hobbyist in gardening, landscaping and horticulture, I always cringe when I see what the Mayor and Councillors of the City of Georgetown are doing to the grassed areas in our capital city.I have observed over the last two years that they have been weeding the parapets and other green spaces all the way down to the dirt. In fact, rather than mowing and manicuring these spaces, they have instead been weeding so deep that when they are finished there is no grass left, but rather just the bare brown dirt as they uproot all of the grass that was there. When grass is repeatedly cut too short or scalped, it will seriously deplete the grass’s energy reserves, weakening and killing the grass, and leaving the area vulnerable to weed invasion.So upset I was about this asinine act, that I visited the City Engineer’s Department to enquire whether there was no one there cultured or sophisticated enough to appreciate why Georgetown was given the name the ‘Garden City’ only to be told that it is not their workers carrying out such barbaric acts, but rather a special contractor who had no experience in lawn care, landscaping nor horticulture, but whose only experience was as a loan shark and food seller around the markets.What in fact happens when this contractor uproots the perfect Bahia and Bermuda lawn grass that was planted many decades ago with an eye for beauty and an appreciation for the maintenance of grassed areas, is that they are compromising the integrity of these areas which become vulnerable to erosion as the roots and grass are no longer there to hold the soil together.And worse, these special lawn grasses are now being replaced by wild Nutsedge or Nutgrass. How pathetic.When the ‘cultural barbarians’ at City Hall, whose only motivation is making money are finished with Georgetown, it can never again be the ‘Garden City’.The irony of this all is that these persons are insincerely and continuously mouthing off and sloganeering about making Georgetown a ‘Green City’, whilst they diligently work at totally destroying our eco systems.Who is going to stop this march of folly?With thanks,Riley Matthewslast_img read more

Councilman Dennis Zine proposed the original name change, but the paperwork was not finalized. Then, the city changed the community name-change procedure, ensuring that Lake Balboa remained Van Nuys on city books. Councilman Greig Smith stepped in to resolve doubts and introduced a motion to confirm Lake Balboa as a neighborhood and make it legitimate. And that was approved Friday. “We do exist,” Lake Balboa resident Paul Fabre emphatically told the City Council. “Again, we’re just affirming here today that we already exist.” While Lake Balboa might exist now, some Valley residents question whether it should. Don Schultz, president of the Van Nuys Homeowners Association, complained that community name changes are divisive and are slowly carving up historic Van Nuys. But other residents want to escape the gritty image conveyed by the name Van Nuys in favor of the single-family home, Smalltown U.S.A. flavor of Lake Balboa. Under the proposed name change, the 40,000 Van Nuys residents west of the 405 Freeway would join Lake Balboa. The City Council is considering that name-change proposal. So for now, Lake Balboa residents can rest assured they exist. first_imgJust a couple of weeks ago, CNET’s Don Reisinger wrote that Blockbuster was doomed. After posting a quarterly net loss of $35 million, closing 526 stores over the past year, and seeing its stock price tumble, Reisinger predicted that the company would be out of business in 2 years. “The way I see it, Blockbuster has two options: sell off the company as soon as possible or spend huge sums of cash on research and development and strategic partnerships with distribution companies to make downloading movies a viable alternative to Netflix,” he wrote. “But unfortunately, I simply don’t see this happening. I think Blockbuster will try to stay the course in the hopes it can find a way out. It won’t.”But Blockbuster CEO James Keyes doesn’t see it that way. While he admits that pursuing Netflix hard with its Total Access service (by giving away free rentals that cost the company $29 million in the third quarter) was a mistake, he doesn’t think the end is nigh.Keyes told the Associated Press that he believes in store rentals will be an important part of Blockbuster’s business for at least 5 years (which assumes that Reisingers prediction of impending doom is wrong). Eventually, Keyes says that consumers will come to stores to download and burn movies to DVD at kiosks, or save movies to portable devices like phones or PMPs.Blockbuster will begin putting kiosks in stores soon, though initially, they will not be able to burn DVDs. The company will also put more emphasis on retail, and begin diversifying its revenue stream beyond rentals by selling electronics, soundtrack CDs, and books. Finally, Keyes plans to make use of Blockbuster’s $7.7 million acquisition of the movie download service Movielink.Movielink, which was a joint venture between Paramount, Sony, Universal, and Warner Bros., reportedly sold to Blockbuster for far below its asking price of $50 million. That the movie studios have such a lack of faith in the movie download model, and that the market is crowded with mammoth competitors, including Amazon, Apple, Netflix, and Microsoft, probably does not bode well for Blockbuster. Further, if the study we reported on earlier today, which predicts a slow down in Internet speeds over the next couple of years, is accurate, it is unlikely that many people would give up discs for bits just yet.Photo credit: AP.Though kiosks and movie downloads make sense from a convenience standpoint — no late fees, no chance a movie is unavailable, potentially infinite selection, etc. — I’m still not convinced that Blockbuster can compete with Netflix. The major advantage they had over Netflix was the ability to offer free in-store rentals if people returned mailed videos to the store — a practice that customers loved, but which cost Blockbuster $29 million in a single quarter. Keyes limited the free rentals for the Total Access program that were costing the company so much money, but that prompted 500,000 customers to leave the service.What do you think?
